A hands-off approach
Picasa, like most desktop programs, just did what you told it to. It didn't try to hold your hand (at least not very much; few Google products are completely hands-off). You could use any kind of crazy organizational system and make any changes you want because you are just messing with files on your hard drive. Google Photos is changing that.

Time to look for a replacement
Picasa (and Picasa Web Albums) will be released on March 15th, and I would recommend finding a replacement as soon as possible. Google Photos is a decent idea, but it's just not a sufficient replacement for the perennial organization and favorite it replaces.
Unfortunately, finding a good replacement isn't easy - Picasa hit the market for a reason. It may finally be time to use a dedicated photo editing app like Pixelmator or GIMP.
