A hands-off approach

Picasa, like most desktop programs, just did what you told it to. It didn't try to hold your hand (at least not very much; few Google products are completely hands-off). You could use any kind of crazy organizational system and make any changes you want because you are just messing with files on your hard drive. Google Photos is changing that.
